Board of Education

The Board of Education is elected by voters within the district’s boundaries to provide leadership and citizen oversight of the district’s schools. Tracy Unified’s Board of Education is composed of seven elected officials who fulfill the following major roles:

  • Developing a long-term vision for the district;
  • Establishing and maintaining a basic organizational structure for the district, including the selection of the Superintendent who works with the Board to implement the district vision;
  • Ensuring educational program accountability and fiscal accountability to the local community; and
  • Providing leadership and advocacy at the local, state and national levels on behalf of children, district programs and public education.

Board of Education meetings are open to the public. Meetings are typically scheduled for the second and fourth Tuesdays of each month starting at 7 p.m. in the District Education Center Boardroom, 1875 W. Lowell Ave. Meetings are also shown each Thursday evening at 8:30 p.m. on local cable Channel 26.

 

Meet the TUSD Board Members

Jill Costa, 2012 Board President

Jill Costa was appointed to the Board by the District in August 2010 and elected (by County Appointment) to the Board in November 2010, now serving her first two-year term.

During the 2012 calendar year, Mrs. Costa will serve as the Board Representative to the following district and community committees and organizations:

            • Budget (Alternate)
            • City Schools Liaison
            • Family Life
            • Legislative Action
            • San Joaquin CSBA
            • Tracy Learning Center Ad Hoc Board Member (Alternate)

She hopes to bring a positive influence to help the District's ongoing efforts to stop bullying.  She has volunteered the past three years with the West High Track Team.

Jill is a retired AT&T Network Operations Manager and currently serves as the local representative for the affordable food distribution service, The Treasure Box.  She is also a member of the state CSBC Disaster Relief team.  She has provided leadership as an executive board member for Women’s Ministry and Missions support.  Jill and her husband Rudy have lived in Tracy for more than 15 years.  Their grandson was a West High School graduate in 2010.  She currently has grandchildren attending TUSD schools.

Greg Silva, Board Vice President

Greg Silva was elected (by County Appointment) to the Board in November 2010 and is currently serving his first four-year term.

During the 2012 calendar year, Mr. Silva will serve as the Board Representative to the following district and community committees and organizations:

              • Budget
              • Facilities Advisory
              • San Joaquin CSBA
              • TAPFFA
              • Tracy Parks and Recreation (Alternate)

Greg has served on several school committees, including Measure E and Measure S School Facilities Bond oversight committees, the District Budget Advisory committee, and the Superintendent’s advisory board.  He has also been actively involved with various school site parent action committees and with Merrill West High School Home Field Advantage Athletic Booster Club.

Greg is an Army veteran and holds a BA in Business Management and an AA in Social Science.  He has been employed by Farmers Insurance Group for 33 years and is currently a Special Investigation Manager in charge of regulatory compliance.  Greg grew up on a small dairy near Atwater, California and is a graduate of Atwater High School.  He and his wife have lived in Tracy for over 24 years and their three sons are either graduates of or currently attending Tracy district schools.

James Vaughn, Board Clerk

James Vaughn was first elected to the Board in November 2004 and is currently serving his second four-year term.

During the 2012 calendar year, Mr. Vaughn will serve as the Board Representative to the following district and community committees and organizations:

              • Budget
              • Facility Use Policy Review
              • Family Life
              • Special Education
              • TAPFFA

During the spring of 2010, James completed CSBA’s highly-acclaimed Masters in Governance program.  The Masters in Governance program consists of extensive training in the areas of school finance, human resources, community relations, etc.  This training assists board members in effective governance practices.

Mr. Vaughn earned a BA in Administration of Justice and an MA in Special Education from San Jose State University.

James is a teacher in Pleasanton Unified School District.  He has taught for 13 years, 10 within Pleasanton Unified School District.  He has served as the special education department chairman for the past four years.  He is a member of Kappa Alpha Psi Fraternity, Inc.  As a native San Franciscan, he has lived in Tracy with his wife and three sons for the last seven years.

Gregg Crandall, Board Member

Gregg Crandall was first elected to the Board in November 2002 and is currently serving his third four-year term.

During the 2012 calendar year, Mr. Crandall will serve as the Board Representative to the following district and community committees and organizations:

Walter Gouveia, Board Member

Walter Gouveia was elected to the Board in November 2008 and is currently serving his first four-year term.

During the 2012 calendar year, Mr. Gouveia will serve as the Board Representative to the following district and community committees and organizations:

Mr. Gouveia earned his AB in Business Marketing from California State University, San Francisco, his MS in Counseling and Guidance from California State University, Hayward, his Tier One Administrative Credential from California State University, Stanislaus and his Professional Clear Administrative Services Credential from Chapman University.

He began his career in Tracy schools in 1979, serving as a guidance counselor at Tracy High School.  In 2006 he moved to the Tracy Adult School as Director of Adult, Career Technical Education and Independent Studies.  He retired from TUSD in June 2008.

An active participant in the Tracy community, Mr. Gouveia has served on the Board of Directors for the Tracy Chamber of Commerce and Southside Community Center, is a member of Tracy’s Mayor Youth Community Support Network and the TUSD Superintendent’s Diversity Committee and serves as First Vice President of the Tracy Breakfast Lions Club.

Walter lives in Tracy with his wife, Mercedes Silveira-Gouveia. He is the father of two sons.  One is a graduate of Tracy High School and UCLA and the other is a junior at Tracy High School.

Ted Guzman, Board Member

Ted Guzman was first elected to the Board in November 2006 and is currently serving his second four-year term.

Bill Swenson, Board Member

Bill Swenson was first elected to the Board in December 1994 and is currently serving his fifth four-year term.
